This is what the package looked like when I bought it if you need a reference. I bought mine from Rodney's Cycle House in Little Rock, AR for $70 and some change. Rodney's got a cool place, go by there if you are ever in Little Rock.
 
This is what it looks like unpacked. Pretty simple here but the 959 tach has a little box that I suspect is a resistor for the LED lighting. Anyway the red and black wires from the tack and from the little black box need to go to power and ground. Red to power, black to ground. Make sure you use a switched power supply (one that goes on and off with the key). You can hook both reds and both blacks to the same power supply.
 

The blue wire from the black box connects to the blue wire on the tach. Again I'm guessing that this box is a resistor for the tach so you don't frost the LED by sending it a 12v load (LED's don't like that at all). Hook the blue wire from the box to the blue wire of the tach.
